On 30 July 1942, he was consecrated a bishop by Archbishop and Primate Carmel Henry Carfora.
Rogers functioned as Carfora's co-adjutor. Upon the death of Carfora in 1958, Rogers is said to have became the archbishop of the North American Old Roman Catholic Church. Carfora's successor is disputed; Carfora did not leave a definitive successor upon his death.
In 1968, Rogers consecrated Edward Carlton Payne as a bishop. In 1969, he consecrated Daniel Q. Brown and Robert Schuyler Zeiger as bishops.
Rogers died in 1976.
